Every governance system is built on the wreckage of the one that came before it. The Martian Republic's four-tier democracy — identity-based, secret-ballot, self-amending — did not emerge from a vacuum. It was forged in a decade of spectacular failures, billion-dollar exploits, hostile takeovers, and the rare, hard-won successes of blockchain governance experiments on Earth.
This is the story of those experiments. The real stories, with real numbers and real dates. Not the sanitized version you read in whitepapers, but the messy, expensive, sometimes absurd history of humanity's first attempts to govern itself with code.
Chapter 1: Bitcoin and the Birth of Rough Consensus (2009–2016)
Bitcoin had no formal governance system. This was, depending on your perspective, either its greatest strength or a ticking time bomb.
Satoshi Nakamoto published the Bitcoin whitepaper on October 31, 2008, and mined the genesis block on January 3, 2009. For the first two years, governance was simple: Satoshi decided. When Satoshi disappeared in 2011, Bitcoin inherited a governance model from the Internet Engineering Task Force — "rough consensus and running code," a phrase coined by David Clark in 1992. No votes. No quorum. No formal process. Just technical discussion, social pressure, and the shared understanding that changes required overwhelming agreement among core developers, miners, and node operators.
Developer Amir Taaki formalized the Bitcoin Improvement Proposal (BIP) process in 2011 with BIP 0001, modeled after Python's PEP system. A BIP goes through drafting, community review, revision, and potential adoption — a process that can take months or years. BIP 3, the first major overhaul to this process since 2016, became active only recently.
Rough consensus worked for incremental changes. It failed catastrophically for existential ones.
The Block Size War
From 2015 to 2017, Bitcoin was consumed by a civil war over a single number: the maximum block size. One side wanted to increase the 1 MB limit to accommodate more transactions. The other side argued that larger blocks would centralize mining. The debate wasn't really about block size — it was about who controls Bitcoin.
The war split the community into irreconcilable factions. Conferences devolved into shouting matches. Developers received death threats. Companies picked sides. Forums were censored. The result was the August 2017 hard fork that created Bitcoin Cash — and the hard lesson that rough consensus works only when the community shares fundamental values. When values diverge, there is no governance mechanism to resolve the dispute. The only exit is a fork.
Lesson for Mars: Informal governance is fragile. It depends on shared context, social trust, and a small enough community that everyone knows everyone. As communities scale, informal consensus breaks down. Bitcoin's block size war taught the blockchain world that governance processes must be explicit, not emergent.
Chapter 2: The DAO — The $60 Million Wake-Up Call (2016)
The DAO Hack
The first major experiment in on-chain governance ended in catastrophe when a reentrancy attack drained one-third of the fund's assets in a single afternoon.
The DAO (Decentralized Autonomous Organization) launched in April 2016 as the most ambitious experiment in on-chain governance the world had ever seen. Built on Ethereum, it raised $150 million in a crowdsale — the largest crowdfunding event in history at that point. The vision was breathtaking: a decentralized venture capital fund where token holders would vote on which projects to fund. No managers. No board of directors. Just code and collective intelligence.
On June 17, 2016, an attacker exploited a reentrancy vulnerability in The DAO's Solidity smart contract. By calling the contract's withdraw() function in a recursive loop, the attacker drained approximately 3.6 million ETH — roughly $60 million — into a child DAO they controlled. The hack exploited a "fallback function" native to Ethereum's then-novel programming language, and it exposed a fundamental truth: code is not law when the code has bugs.
The Ethereum community faced an impossible choice. Do nothing and accept that $60 million was gone, honoring the principle that blockchain transactions are irreversible. Or hard fork the entire blockchain to reverse the theft, violating that same principle.
On July 20, 2016, Ethereum hard forked. The stolen funds were returned. But the community split permanently. Those who refused the fork continued running the original chain as Ethereum Classic — a living monument to the principle that blockchains should never be rolled back, even to fix a theft.
The paradox: The DAO proved that on-chain governance is possible. It also proved that on-chain governance without adequate security review, timelocks, or separation between voting and execution is a loaded gun. Every serious governance system built after 2016 carried The DAO's scars.
Chapter 3: Compound Governor and the Standard That Ate DeFi (2018–2024)
In 2018, Compound Finance introduced its Governor contract — a standardized, open-source framework for on-chain governance. The design was elegant: token holders delegate voting power, proposals require a quorum to pass, and passed proposals execute automatically after a timelock delay. Robert Leshner and his team at Compound didn't just build governance for one protocol. They built the blueprint that over 500 DAOs on 60+ chains would eventually adopt.
Compound started with a 10% quorum requirement. It seemed reasonable — surely one in ten token holders would care enough to vote on important proposals. They were wrong. Proposals stalled for months. The quorum was mathematically achievable but practically unreachable because the denominator included every token in existence, including tokens held by exchanges, lost wallets, and holders who had no idea governance existed.
Compound eventually migrated to a 4% quorum with Governor Bravo, an upgraded contract that allowed parameter changes without deploying entirely new governance infrastructure. The migration worked — governance resumed — but the lesson was expensive: quorum requirements based on total token supply are a trap.
The Golden Boys Capture Attempt (July 2024)

A voting bloc accumulated enough borrowed tokens to control 81% of the quorum, passing a proposal to transfer $24 million to their own unmonitored multisig.
Even at 4% quorum, Compound's governance was nearly captured. A voting bloc calling themselves the "Golden Boys" accumulated 228,000+ COMP tokens — partly borrowed from Bybit exchange — and wielded over 81% of the 400,000 COMP quorum. They passed Proposal 289, which transferred $24 million (5% of the treasury) to a multisig wallet they controlled, with no oversight mechanism.
The attack succeeded on-chain. It was only reversed through off-chain social pressure and threats to hard-fork the token entirely. The root cause was devastating in its simplicity: 4% quorum plus low voter participation plus purely token-weighted voting equals capture by anyone willing to borrow enough tokens.
Lesson for Mars: Token-weighted governance is fundamentally vulnerable to financial capture. No amount of parameter tuning fixes the core problem — that governance power can be bought, borrowed, or accumulated. The Martian Republic's identity-based model, where one citizen equals one vote regardless of wealth, eliminates this entire attack surface.
Chapter 4: Beanstalk — $182 Million in 40 Minutes (2022)
Beanstalk Flash Loan Governance Attack
An attacker flash-loaned over $1 billion to acquire governance tokens, voted on their own malicious proposal, and drained the protocol -- all in a single Ethereum transaction.
On April 17, 2022, an attacker submitted two governance proposals to Beanstalk, a stablecoin protocol on Ethereum. BIP-18 proposed transferring all protocol funds to the attacker's address. BIP-19, in a darkly ironic flourish, proposed donating $250,000 in BEAN tokens to Ukraine's official crypto donation wallet.
After waiting the mandatory 1-day proposal delay, the attacker executed a single Ethereum transaction that would become one of the most audacious heists in DeFi history:
- Flash-loaned $1 billion+ in stablecoins from Aave ($1 billion in DAI, USDC, USDT), Uniswap ($32 million in BEAN), and SushiSwap ($12 million in LUSD).
- Used the borrowed assets to acquire enough Stalk governance tokens to command 67%+ voting power.
- Called the
emergencyCommitfunction, which allowed voting and execution in the same transaction. - Drained $182 million from the protocol.
- Repaid all flash loans and walked away with approximately $80 million in profit.
The entire exploit took 40 minutes from the first transaction to the last.
The critical vulnerability was not a bug in the code. It was a design choice: Beanstalk's governance allowed voting and execution in the same transaction, with no timelock between passage and fund transfer. Flash loans — which let anyone borrow unlimited capital for the duration of a single transaction, with no collateral — turned this design choice into an ATM for attackers.
Why this can't happen on Mars: The Martian Republic is immune to flash loan attacks for two independent reasons. First, identity-based voting means governance power cannot be purchased or borrowed — one citizen, one vote, period. Second, every binding proposal tier includes a mandatory timelock (3 to 30 sols) between vote passage and execution, making same-transaction exploits structurally impossible.
Chapter 5: The Steem/Hive War — When Exchanges Become Weapons (2020)
Steem Hostile Takeover & Hive Fork
Justin Sun used exchange-held customer tokens to replace all 20 top witnesses in a hostile governance takeover. The community's response: fork the entire blockchain and walk away.
The Steem/Hive governance war is the most instructive case study for the Martian Republic because it involved social coordination and institutional betrayal, not financial engineering.
Steem was a blockchain-based social media platform governed by 20 elected "witnesses" (block producers). In February 2020, Justin Sun, founder of the Tron Foundation, acquired Steemit Inc. and its approximately 20% stake in STEEM tokens. The community feared centralization. Steem's top witnesses responded by soft-forking the blockchain to freeze Sun's tokens — a defensive action to prevent a single entity from dominating governance.
Sun's counterattack was devastating. He coordinated with three major exchanges — Binance, Huobi, and Poloniex — to use customer-deposited STEEM tokens to vote in the governance election. On approximately March 2, 2020, all 20 top witnesses were replaced with accounts controlled by Sun's allies, most of which had been created just weeks earlier in February 2020. Customer funds, held in trust by exchanges for trading purposes, were weaponized for governance capture without the customers' knowledge or consent.
Binance and Huobi later claimed they had been told the vote was for a routine "upgrade/hard fork" and withdrew their support. But the damage was done. The community's trust in the Steem chain was shattered.
On March 20, 2020, the Steem community executed one of the most consequential governance decisions in blockchain history: they hard forked the entire blockchain to create Hive. The fork preserved the community's content, accounts, and token balances while excluding Sun's stake. Hive's key innovation was a 30-day staking period before tokens gain voting rights, preventing future exchange-assisted attacks.
The fork as safety valve: The Steem/Hive split proved that the ability to fork is the ultimate governance backstop. When governance is captured, the community can take the code — the constitution itself — and rebuild. The Martian Republic's open-source codebase preserves this right explicitly. The code is the constitution, and the constitution belongs to the citizens.
Chapter 6: Tezos — The Gold Standard of Self-Amendment (2018–Present)
Tezos: 18+ Consecutive On-Chain Upgrades
The only blockchain to achieve continuous self-amendment through on-chain governance, with every major protocol upgrade approved by baker vote.
While most of blockchain governance history reads like a crime blotter, Tezos is the exception — a governance system that actually works, and has worked consistently since 2019.
Tezos was designed from the ground up as a self-amending blockchain. Its five-phase governance process — Proposal, Exploration, Cooldown, Promotion, and Adoption — has delivered 18+ consecutive on-chain protocol upgrades without a single contentious hard fork. Each phase lasts approximately 14 days, meaning a full upgrade cycle takes about 70 days from proposal to activation.
The results speak in hard numbers. Through governance votes alone, Tezos reduced block times from 60 seconds to 30, then to 15, then to 10, and finally to 8 seconds. The Ithaca upgrade introduced Tenderbake, a complete replacement of the consensus algorithm. The Paris upgrade activated in June 2024 with further performance optimizations. All of this happened through baker votes — no emergency decisions, no foundation overrides, no backroom deals.
Three design choices make Tezos governance work where others fail:
- Economic commitment: Only bakers (validators) with staked XTZ can vote, ensuring voters have real skin in the game. This is a much smaller, more committed population than "all token holders."
- 80% supermajority: Proposals need overwhelming support, not bare majorities. This ensures broad consensus before changes activate.
- Dynamic quorum: An exponential moving average of past participation prevents the quorum from becoming unreachable as tokens are lost or holders become inactive. The formula: Q ← 0.8Q + 0.2q, where q is actual participation in the last vote.
Tezos proves that high governance thresholds can work — but only when the voting population is a committed, economically staked subset, not the entire token-holder base. The Martian Republic applies this lesson directly: quorum is measured against active citizens (those who have voted or endorsed within the trailing 180 sols), not the total citizenship.
Chapter 7: MakerDAO — The Most Mature Pipeline, the Deepest Oligarchy (2017–Present)
MakerDAO operates the most sophisticated governance pipeline in DeFi. Its three-tier system — forum signals, governance polls, and executive votes — has governed a protocol generating $435 million in annualized revenue and managing the DAI stablecoin, one of the most critical pieces of infrastructure in decentralized finance.
MakerDAO's unique "Continuous Approval Voting" model means executive votes never expire. New proposals must surpass the voting weight of the current active state to take effect, creating permanent governance engagement. It is, by any measure, the most battle-tested governance system in crypto.
It is also an oligarchy.
A 2024 study found that 3 dominant voter coalitions rotate control of MakerDAO governance. When the community voted on the controversial Sky rebrand in late 2024 — renaming MakerDAO to Sky, replacing MKR with the SKY token, and introducing the USDS stablecoin — only about 20 participants cast votes. Four entities controlled approximately 80% of the voting weight, each holding roughly 20% of the vote share. The $7 billion protocol's most consequential branding decision was effectively made by four whales.
79.3% supported the rebrand. 18.5% wanted a limited refresh. 2.2% wanted full reversion. The numbers looked democratic. The distribution was anything but.
The concentration trap: Across 200+ DAOs, the top 10% of token holders control 76.2% of voting power. In 10 major projects studied by Chainalysis, 1% of holders controlled 90% of votes. A study of 50 DAOs found average voter turnout of just 1.77%, with the single largest voter holding 35% of voting power and the top 3 controlling 63%. MakerDAO is not an exception. It is the rule.
Chapter 8: The $46 Million Bribery Market (2021–2023)
The Curve Wars represent the most brazen institutionalization of vote-buying in blockchain history — and they happened entirely in the open.
Curve Finance, the largest stablecoin exchange on Ethereum, uses a vote-escrowed token model where holders lock CRV tokens for up to four years to receive veCRV, which grants voting power over how CRV emissions are distributed across liquidity pools. Controlling these emissions means controlling where liquidity flows — worth billions of dollars.
Convex Finance accumulated massive veCRV voting power, and Votium emerged as a transparent marketplace where protocols could pay Convex voters to direct emissions their way. The result was an open, institutionalized bribery market:

Protocols were paying $0.37–$0.87 per vlCVX vote to direct CRV emissions. At peak, a single voting round saw $21.4 million in bribes. This was not a black market — it was openly discussed, tracked on dashboards, and treated as a legitimate cost of doing business in DeFi.
The Curve bribery market worked because votes were public and verifiable. A briber could confirm that a voter cast their vote as instructed. Secret ballots destroy this mechanism entirely. The Martian Republic's CoinShuffle protocol makes it cryptographically impossible to verify how any citizen voted. You can bribe all you want — but you can never confirm the bribe was honored, which makes bribery economically irrational.
Chapter 9: Optimism's Citizens' House — Identity Done Right (2022–Present)

Using soulbound (non-transferable) NFTs for identity-based governance, Optimism achieved participation rates 15–20x higher than typical DAOs.
Optimism, an Ethereum Layer 2 network, introduced the Citizens' House as a large-scale experiment in non-plutocratic governance. Citizenship is conferred by soulbound, non-transferable NFTs — you cannot buy, sell, or transfer your governance rights. The closest analog to the Martian Republic's one-citizen-one-vote model in the current ecosystem.
Across six Retroactive Public Goods Funding (RetroPGF) rounds, participation among Citizens' House members has ranged from 76% to 97%. Compare that to the 1.77% average across token-weighted DAOs. The difference is staggering — and the variable that changed is the voting mechanism, not the voters.
Even Optimism's identity-based model showed participation decline as the citizen body grew: from 97% in Round 2 (69 of 71 badgeholders) to 76% in Round 6 (78 of 102 citizens). The pattern is universal — participation declines as communities scale, regardless of mechanism. But the floor for identity-based systems (76%) is still higher than the ceiling for token-weighted ones.
Chapter 10: The Governance Graveyard (2020–2025)
Not every governance story has a dramatic villain or a clever exploit. Some projects simply ground to a halt — killed not by attacks but by the accumulated weight of voter fatigue, unreachable quorum, and governance designs that couldn't adapt.
Yam Finance: The 48-Hour Collapse (August 2020)
Yam Finance launched on August 11, 2020, and attracted $400 million in staked assets within 24 hours. Two days later, the team discovered a bug in the rebase contract that minted far more YAM tokens than intended. These excess tokens were owned by the governance contract itself — and therefore couldn't vote. Because the tokens existed but couldn't participate, meeting the quorum threshold of 160,000 votes became mathematically impossible. The governance system was permanently frozen. The treasury was locked. The project collapsed in 48 hours.
Jupiter and Yuga Labs: Governance Surrender (2025)
Jupiter, the leading DEX aggregator on Solana, paused all DAO governance in mid-2025. Yuga Labs scrapped its ApeCoin DAO entirely. Both acknowledged openly that their governance structures had failed — not from attacks, but from chronic low participation and the inability of their systems to adapt to disengaged communities.
The chronic disease: Flash loan attacks and hostile takeovers make headlines. But voter fatigue and governance gridlock have killed more DAOs than any exploit. The Martian Republic addresses this with dynamic quorum (the active-citizen denominator adjusts automatically), sunset provisions (policies expire and must be renewed), and tiered engagement design (the civic alarm ensures Constitutional votes cannot be ignored).
What the History Teaches
